I found the fuse (pink colour, 12v, 40A, big cube type with pins). Using a voltmeter and following the wiring diagram in the Haynes manual (Page 1Wiring Diagram - Diagram 3- Manual air conditioning) I was able to identify that the 12V supply to the blower motor goes via a 40A fuse in the glove box fusebox and that the fuse was definitely not blown. Heater blower not working on 4. It works fine on or 3. This is the manual air-con system, not the full blown climate control.
While I was trying to figure out what could be the cause, I have created this.
